What normally causes it?
- Stretched or seized handbrake cables, very common on cars that live outside
- Worn rear shoes inside a drum-in-disc parking brake setup
- Rear calipers where the handbrake mechanism has seized in the caliper body
- Simple maladjustment after a previous rear brake job
- On electronic parking brakes, a motor or actuator that isn't applying full clamping force
What a mechanic would check
First thing is whether both rear wheels lock or just one — that immediately splits cable and adjustment problems from a seized mechanism on one side. Then I'd have the drums or discs off to look at the shoe material and the state of the mechanism, and check the cables move freely through their outers.
