Should the engine run in EV mode? — It can — for the reasons above. If the dash actively says EV MODE and the engine still runs, that's a fault.
Is short-trip use bad for a hybrid? — Worse than for a pure EV — short trips don't let the catalyst stabilise. Try to take it on a 30-minute run once a week.
